Assignment of PESEL (Personal Identification Number)

Description of the procedure

How to handle the issue:

1. A person whose data are collected in the PESEL register and the register of residents is assigned with a Personal Identification Number called PESEL (“Powszechny Elektroniczny System Ewidencji Ludności”).

2. The following apply for the assignment of PESEL ex officio:

  • manager of the registry office drawing up a birth certificate – in relation to children of Polish citizens residing on the territory of the Republic of Poland and foreigners residing on the territory of the Republic of Poland, born on the territory of the Republic of Poland,
  • A municipal body competent for permanent or temporary residence registration - in relation to Polish citizens residing on the territory of the Republic of Poland, foreigners residing on the territory of the Republic of Poland and family members of the foreigners residing on the territory of the Republic of Poland in relation to obtaining a refugee status or a subsidiary protection, excluding children indicated in item 1,
  • A body issuing a Polish identity document in relation to Polish citizens residing outside the borders of the Republic of Poland in connection with applying for a Polish identity document,
  • A municipal body competent for district Śródmieście of the Capital City of Warsaw — in relation to the persons with regard to whom a body competent in a way indicated in items 1 – 3 is not possible to be determined.

3. A body competent for accepting a request for assignment of PESEL number from persons obliged under separate provisions to hold a PESEL number is the municipal body competent for the permanent or temporary residence registration, and in the case of lack of a place of permanent or temporary residence – a body competent for the registered office of this person’s employer. In the case it is impossible to determine the competent municipal body — the municipal body competent for district Śródmieście of the Capital City of Warsaw.

4. After assignment of PESEL number, a relevant municipal body forwards the request to the minister in charge of computerisation.

5. The body that has requested the assignment or a change of a PESEL number, provides information on its assignment or change, accordingly, to the person whose PESEL number was assigned or changed, his/her legal representative, legal guardian or a person having actual custody of the person – immediately after receiving the information on the assignment of change of the PESEL number. The notification on assignment or change of a PESEL number is provided, depending on a person’s request, in writing or electronically, under the principles specified in the Act of 17 February 2005 on computerisation of the activity of entities performing public tasks (Dz. U. [Journal of Laws] 2017, item 570)
